For the hip belt I just tie the extra webbing into a fat knot so keep it tight to the pack.I also carried on my 65L plenty of times. I never been hassled for breaking the size limit. I feel there is an unwritten understanding to let you carry on your pack when it obvious you are going to be living out of it.
